Ms. Eckard graduated from West Virginia University, magna cum laude, in 1983, with a degree in Journalism, and in 1986 with a Juris Doctorate from the West Virginia University College of Law. Ms. Eckard began her legal career as an Assistant Prosecuting Attorney for Ohio County, WV, from 1986-1990. At the time, she practiced as a general practitioner in the firm of Petroplus & Gaudino, in Wheeling, WV, until 1998.

Ms. Eckard served as Police Court Judge from 1990 to present, for the towns of West Liberty, Triadelphia, and the village of Valley Grove, West Virginia. In 2016, Ms. Eckard was appointed Police Court Judge for the town of Bethany, WV. In January 1999, Ms. Eckard formed a sole proprietorship, as Lorraine M. Eckard Law Office, with focus on Family Law.
